Whole sector shrinking, should I change fields? - any advice?

Three companies in Baltimore cut staff in the same month. I worked as an electrician's helper before this. I am open to a pay cut if the field is stable. Which areas are hiring?

I moved into operations work. The skills carried over and there were more openings than in my old field.

A short certificate helped me more than a new degree would have. Check what local colleges offer.
