Whole sector shrinking, should I change fields? - any advice?

Three companies in Cleveland cut staff in the same month. I have read a lot of threads here and could not find my exact situation. I have transferable skills but no direct experience elsewhere. Who has switched fields?

A short certificate helped me more than a new degree would have. Check what local colleges offer.
