Whole sector shrinking, should I change fields? after 13 years as an insurance claims processor

Our sector has been shrinking and I am unsure if I should wait it out. I do not usually post, so bear with me. I have transferable skills but no direct experience elsewhere. How did you choose?

I moved into operations work. The skills carried over and there were more openings than in my old field.
