Layoff notice, what does the 60 days mean? - any advice?

My employer announced that the site will close and gave us written notice. I have read a lot of threads here and could not find my exact situation. They offered a retention bonus for people who stay. What did the workforce office offer?

Thanks for writing this out. I went through something close to it 2 months ago, and it got easier once I kept a simple log of every call and form.
