Small employers hiring around Tampa - any advice?

A friend who works at a local manufacturer says there are openings not advertised online. I am in Tampa, in case local advice matters. They prefer people who can start within a couple of weeks. What do you write in a cold email?

Keep a list of who you contacted and when. It makes follow-ups easy.
