Small employers hiring around San Diego, HR coordinator here

I asked around at a community meeting and got three leads. It has been a long 26 weeks. They like a brief email with a résumé. Does anyone have similar leads?

Visiting in person worked for a trades job. For office jobs, email was better.

Small employers often hire on recommendation. Ask neighbours, former co-workers and your library.
