Public-sector jobs open for Madison residents - any advice?

The school district in Madison is hiring support staff. I am in Madison, in case local advice matters. Applications close on a fixed date and need a full work history. Do they prefer local residents?

Thanks for writing this out. I went through something close to it last year, and it settled down once I kept a simple log of every call and form.
