Public-sector jobs open for Chicago residents - any advice?

The city and county near Chicago both posted administrative and maintenance openings this week. This is my first time dealing with any of this. Applications close on a fixed date and need a full work history. Do they prefer local residents?

Thanks for writing this out. I went through something close to it 2 months ago, and it settled down once I kept a simple log of every call and form.
