Public-sector jobs open for Albuquerque residents - any advice?

The school district in Albuquerque is hiring support staff. There are 16 people counting on me, so I am trying to be careful. Applications close on a fixed date and need a full work history. Do they prefer local residents?

Thanks for writing this out. I went through something close to it last year, and it settled down once I kept a simple log of every call and form.
