Fair-chance hiring leads

I found a second-chance hiring list from a workforce board. I have read a lot of threads here and could not find my exact situation. They still run a background check later but consider it case by case. Any other leads?

Ask the workforce centre about bonding programmes. They sometimes help employers feel comfortable.
