Fair-chance hiring leads - any advice?

I found a second-chance hiring list from a workforce board. There are 4 people counting on me, so I am trying to be careful. Pay starts at an hourly rate with benefits after 4 months. Any other leads?

Ask the workforce centre about bonding programmes. They sometimes help employers feel comfortable.
