Fair-chance hiring leads after 17 years as a retail manager

I found a second-chance hiring list from a workforce board. It has been a long 22 weeks. Pay starts at an hourly rate with benefits after 17 months. Any other leads?

Ask the workforce centre about bonding programmes. They sometimes help employers feel comfortable.
