Fair-chance hiring leads - 13 weeks in

I found a second-chance hiring list from a workforce board. It has been a long 13 weeks. They still run a background check later but consider it case by case. Any other leads?

Ask the workforce centre about bonding programmes. They sometimes help employers feel comfortable.
