Employers that hire people with a record, Baltimore - any advice?

I found a second-chance hiring list from a workforce board. It has been a long 23 weeks. Pay starts at an hourly rate with benefits after 16 months. Any other leads?

Ask the workforce centre about bonding programmes. They sometimes help employers feel comfortable.
