County job postings worth checking - what worked for you?

The city and county near Salt Lake City both posted administrative and maintenance openings this week. I do not usually post, so bear with me. Applications close on a fixed date and need a full work history. Do they prefer local residents?

Thanks for writing this out. I went through something close to it last year, and it got easier once I kept a simple log of every call and form.
