County job postings worth checking (Portland)

The city and county near Portland both posted administrative and maintenance openings this week. It has been a long 12 weeks. Applications close on a fixed date and need a full work history. Do they prefer local residents?

Thanks for writing this out. I went through something close to it 14 months ago, and it settled down once I kept a simple log of every call and form.
