County job postings worth checking - any advice?

The city and county near Detroit both posted administrative and maintenance openings this week. I do not usually post, so bear with me. Applications close on a fixed date and need a full work history. Do they prefer local residents?

Thanks for writing this out. I went through something close to it 12 months ago, and it settled down once I kept a simple log of every call and form.
