City government openings this month - what worked for you?

The city and county near St. Louis both posted administrative and maintenance openings this week. I have read a lot of threads here and could not find my exact situation. Hiring is slower than private jobs. Do they prefer local residents?

It took me about two months from application to offer. Apply early and keep your contact details current.
