Simple budget for a tight month (Sacramento)

We are a household of 13 and the budget no longer works. I have been trying to stay organised about it. I listed needs and wants and cut a few subscriptions. Any apps or methods?

Thanks for writing this out. I went through something close to it 13 months ago, and it settled down once I kept a simple log of every call and form.
