Phone and internet help for people out of work - what worked for you?

I use my phone as my only connection. I have read a lot of threads here and could not find my exact situation. I heard of low-cost plans for people with limited income. Did you qualify for any programmes?

Libraries lend Wi-Fi hotspots in some towns. Mine lent one for three weeks.
