Phone and internet help for people out of work - what worked for you?

My home internet costs more than I can manage on unemployment. I am in Cincinnati, in case local advice matters. Some applications need a computer. What else should I consider?

Libraries lend Wi-Fi hotspots in some towns. Mine lent one for three weeks.
