Phone and internet help for people out of work (Tampa)

I am worried about keeping my phone and internet on during my search. I am in Tampa, in case local advice matters. I heard of low-cost plans for people with limited income. Did you qualify for any programmes?

I switched to a low-cost plan through my carrier and cut my bill by almost half.
