Phone and internet help for people out of work - any advice?

I use my phone as my only connection. There are 5 people counting on me, so I am trying to be careful. Some applications need a computer. Did you qualify for any programmes?

Libraries lend Wi-Fi hotspots in some towns. Mine lent one for three weeks.
