Phone and internet help for people out of work - 21 weeks in

My home internet costs more than I can manage on unemployment. It has been a long 21 weeks. Some applications need a computer. What else should I consider?

Libraries lend Wi-Fi hotspots in some towns. Mine lent one for three weeks.
