Worth paying for a certificate? after 3 years as a data-entry clerk

I saw that many postings ask for a specific certification. I am in Cleveland, in case local advice matters. I am unsure whether employers value it. Is there free funding?

The workforce centre told me about training funds I qualified for. It covered most of my course.
