Who do I ask for a reference after a layoff? - 3 weeks in

My manager was laid off too and I am unsure who to use as a reference. It has been a long 3 weeks. I have one former client who liked my work. Is a client acceptable?

Use a professional network to find a former manager. Many will still write a note.
