Weighing a contract offer against waiting (Fresno)

I got a contract offer for 4 months as a call-centre agent and I am unsure whether to accept. I have read a lot of threads here and could not find my exact situation. The contract could extend. Did a contract become permanent?

If savings are low, I would accept and keep applying. You can leave for a permanent role if one appears.
