Weighing a contract offer against waiting - 8 months and counting

I got a contract offer for 16 months as a procurement assistant and I am unsure whether to accept. It has been weighing on me all week. I would gain recent experience. Did a contract become permanent?

If savings are low, I would accept and keep applying. You can leave for a permanent role if one appears.
