Weighing a contract offer against waiting - 21 weeks in

I got a contract offer for 3 months as an operations analyst and I am unsure whether to accept. It has been a long 21 weeks. The contract could extend. Did a contract become permanent?

If savings are low, I would accept and keep applying. You can leave for a permanent role if one appears.
