Weighing a contract offer against waiting - 13 months and counting

I got a contract offer for 3 months as an accounts payable clerk and I am unsure whether to accept. I am in Louisville, in case local advice matters. I would gain recent experience. What would you do?

If savings are low, I would accept and keep applying. You can leave for a permanent role if one appears.
