Negotiating an offer, is it too late? - 13 months and counting

I received an offer as a security officer and I think the pay is a little low. I am in Spokane, in case local advice matters. The hiring manager was friendly and open. Did it backfire?

If they say no, consider asking for something else, such as a review in six months.
