Contract work or permanent, which would you take? - first time posting

I got a contract offer for 13 months as a payroll clerk and I am unsure whether to accept. Any experience at all would help. The contract could extend. Did a contract become permanent?

Buy coverage through the marketplace if the contract has none. I budgeted for it before signing.
