Career change after a layoff, where to begin? (Milwaukee)

I want to move from janitorial supervisor to something with more stability. There are 18 people counting on me, so I am trying to be careful. I have a little time and a small budget for training.

Thanks for writing this out. I went through something close to it 13 months ago, and it settled down once I kept a simple log of every call and form.
