Are certifications worth it while job hunting?

I am considering a short certificate to improve my chances as a payroll clerk. I would rather hear the honest version than the polite one. I would like to use funding if possible. Which ones are overrated?

Check a dozen job postings first. If most ask for the same certificate, it is probably worth it.
