Are certifications worth it while job hunting? - any advice?

I am considering a short certificate to improve my chances as a graphic designer. It has been a long 13 weeks. I would like to use funding if possible. Is there free funding?

The workforce centre told me about training funds I qualified for. It covered most of my course.
