What counts as a work search for weekly certification? - 13 months and counting

I have been applying to about 3 jobs a week as a software tester, but I am unsure what my state wants in the log. I have been trying to stay organised about it. Some days I only network by email or attend a job fair. Do interviews and workshops count?
