Waiting 4 weeks on my first unemployment payment after 15 years as a hotel front-desk agent

I applied for unemployment in Madison 4 weeks ago and the status page still says pending. I have read a lot of threads here and could not find my exact situation. I answered every question and uploaded my final pay stub. Is there a step I could have missed?
