Waiting 25 weeks on my first unemployment payment after 8 years as a medical assistant

I applied for unemployment in Phoenix 25 weeks ago and the status page still says pending. I am in Phoenix, in case local advice matters. I answered every question and uploaded my final pay stub. Has anyone been through this? How long did it take in the end?
