Waiting 23 weeks on my first unemployment payment - 2 months and counting

I was laid off as a delivery driver and filed right away, and I have been certifying every week. I am in Atlanta, in case local advice matters. The page shows my claim as open but no payment date. Is there a step I could have missed?
