Waiting 21 weeks on my first unemployment payment after 13 years as an operations analyst

I applied for unemployment in Milwaukee 21 weeks ago and the status page still says pending. I am in Milwaukee, in case local advice matters. I answered every question and uploaded my final pay stub.
