Waiting 19 weeks on my first unemployment payment (Raleigh)

I applied for unemployment in Raleigh 19 weeks ago and the status page still says pending. I worked as a web developer before this. I called the state line four times and only reached a recording. Is there a step I could have missed?

Keep everything in writing and save the confirmation numbers. It saved me later.
