Waiting 19 weeks on my first unemployment payment, office manager here

I filed my claim 19 weeks ago after being let go as an office manager. I called the state line four times and only reached a recording. Is there a step I could have missed?

Keep everything in writing and save the confirmation numbers. It made the follow-up calls so much easier.
