Waiting 14 weeks on my first unemployment payment - what worked for you?

I applied for unemployment in Salt Lake City 14 weeks ago and the status page still says pending. I would rather hear the honest version than the polite one. I answered every question and uploaded my final pay stub. Is there a step I could have missed?
