Waiting 14 weeks on my first unemployment payment (Tucson)

I was laid off as a janitorial supervisor and filed right away, and I have been certifying every week. I called the state line four times and only reached a recording. What would you check first?

Mine took about 14 weeks because of an identity check I did not notice. Look for a message or a letter you may have missed in your online account.

When I finally got through, the agent said my employer had responded late. Once that cleared, back pay came in one payment.
