Waiting 11 weeks on my first unemployment payment

I filed my claim 11 weeks ago after being let go as a welding apprentice. There are 17 people counting on me, so I am trying to be careful. I called the state line four times and only reached a recording. Is there a step I could have missed?

Keep everything in writing and save the confirmation numbers. It made the follow-up calls so much easier.
