Waiting 11 weeks on my first unemployment payment after 18 years as a janitorial supervisor

I filed my claim 11 weeks ago after being let go as a janitorial supervisor. I have been trying to stay organised about it. I called the state line four times and only reached a recording. Is there a step I could have missed?
