Stuck on identity verification for my claim - what worked for you?

I was asked to verify my identity and the site keeps rejecting my photo ID. There are 12 people counting on me, so I am trying to be careful. Nobody answers the phone. Can another ID be used?

Thanks for writing this out. I went through something close to it 4 months ago, and it settled down once I kept a simple log of every call and form.
