Stuck on identity verification for my claim (San Diego)

I was asked to verify my identity and the site keeps rejecting my photo ID. It has been a long 9 weeks. Nobody answers the phone. Can another ID be used?

Thanks for writing this out. I went through something close to it 8 months ago, and it got easier once I kept a simple log of every call and form.
