Stuck on identity verification for my claim - any advice?

I was asked to verify my identity and the site keeps rejecting my photo ID. Any experience at all would help. Nobody answers the phone. Do I need an appointment?

Try a different device and good lighting for the photo. My first three failed because of glare.

Thanks for writing this out. I went through something close to it last year, and it got easier once I kept a simple log of every call and form.
