Stuck on identity verification for my claim - any advice?

I was asked to verify my identity and the site keeps rejecting my photo ID. There are 9 people counting on me, so I am trying to be careful. The in-person office has long lines.

Try a different device and good lighting for the photo. My first three failed because of glare.
